Campaigner Loses Battle Over Nhs Parking Charges
A CHIP shop owner who represented NHS staff battling a private parking firm over fines failed in his bid to have the fines overturned.
Barry Beavis, who launched a campaign against parking firms after losing his own battle in court, represented nurses and doctors at the University Hospital of Wales, in Cardiff, after they racked up penalty charges of nearly £13million from car park operator Indigo.
He got involved after The Taff Ely Parking Action Group, which was helping the doctors and nurses, got in touch.
Mr Beavis, 49, owner of the Happy Haddock, in Morris Avenue, Billericay, says there is inadequate room for staff in the hospitals multiple car parks and tickets have been slapped on staff cars as their shifts overrun.
He said: I lost a high profile parking case which went to the Supreme Court and since I have advised Government and represented a couple of people in court with some success.
These tickets were issued in May last year. The trust issued 8,500 permits for 1,800 parking spaces. Thats five permits per space even taking into account holidays and shifts. The scheme is unfit for purpose.
The ruling by District Judge Clare Coates came on Friday after a three-day hearing at Cardiff Civil Justice Centre. The case involved three workers – Stephen Dadswell, Emily Booth and Sophie Round – who Indigo say have each racked up more than 100 parking tickets.

Doctors and nurses at an NHS hospital could have to sell their homes after a court ordered them to pay £12.8million in fines for parking at work.
Staff at University Hospital of Wales in Cardiff have been engaged in a longterm war with firm that runs the car park, racking up 100,000 tickets between them.
The hospital has 6,000 staff but the car park has only 1,800 spaces, so many have to park in spots reserved for visitors – so they decided collectively to park in the spots without paying in protest.
The court ruled doctors and nurses must now pay £128 for every ticket they have received, plus £26,000 in court fees.
One nurse at the University Hospital of Wales in Cardiff owes £150,000 in outstanding tickets meaning she could have to sell her home in order to pay off the debt.
Campaigner Sue Prior told the Sun: “It is disgusting. This ruling is devastating for doctors and nurses across the country.”
Robert O’Brien, 35, quit his hospital job earlier this year when he was hit with almost £800 in fines from contractor IndigoHe told the Daily Mail: “I quit my job with the NHS because of the stress of being hit with parking fines.
“I loved the job but just couldn’t take it any more.
“I don’t think it’s too much to ask when you are working nights to be able to park at your place of work.”

Before we detail the recall history for Blue Buffalo, we first want to alert readers to the fact that, in late , the U.S. Food and Drug Administration identified Blue Buffalo as one of 16 pet food brands that may be linked to heart disease in dogs and cats.
None of those 16 brands have been recalled as part of the agencys ongoing investigation, though. Most, but not all, of the pet foods are grain-free and/or dry dog food formulations.
The FDA says this is a complex scientific issue that may involve multiple factors, and that it cannot even be certain that diet is a cause of the heart problems. For full details, see our article on the subject.
We also want to point out that despite rumors, there has been no so-called Blue Buffalo lead recall. A lawsuit filed in claimed that 3 Blue Buffalo dog foods contained very high levels of lead, but the lawsuit was dismissed by a judge in 2018.
